The City of New Rochelle has made the path to homeownership a less arduous process. Rose on Main is a new 126-home affordable housing community in the heart of New Rochelle. It is open to first-time homeowners, community members who work and live in Westchester, and mixed-income buyers in the region. Launched by WBP Development and L+M Development Partners, the lottery reflects the expansion of affordable homeownership opportunities in downtown New Rochelle. Prices for studios, one-, two-, and three- bedroom condos start at approximately $352,986.

The Lottery’s Launch
The lottery launched in partnership with New York State Home and Community Renewal (HCR), the city of New Rochelle, Westchester County, Housing Action Council (HAC), Community Preservation Corporation (CPS), JP Morgan Chase, UnitedHealth Group, Interfaith Dwellings Corp of New Rochelle (IDC), Empire State Development (ESD), and Westchester Residential Opportunities (WRO). The building, Rose on Main, is named in honor of Rosemarie “Rose” Noonan, longtime executive director of Housing Action Council, who has spent decades helping expand access to safe and affordable housing across Westchester and the Hudson Valley.
“Homeownership has long been part of the promise of building a stable future, but for many people today, that prime feels further away than ever. Rose on Main is an important step toward changing that reality,” says Westchester County executive Ken Jenkins.
Inside the Development
Rose on Main offers an array of modern and pet-friendly amenities, including a fitness center, rooftop terrace, resident lounge, bike storage, and library. Located at 455 Main Street, the development offers studios, one-, two-, and three-bedroom layouts with modern finishes and high-quality amenities. The layouts have quartz countertops, stainless steel appliances, in-unit washers and dryers, and energy-efficient heating and cooling systems. Additionally, seven units are adapted for mobility accessibility, and three units are adapted for hearing/vision accessibility. Plus, the building has 3,900 square feet of retail space and is steps away from the Metro-North, Amtrak, restaurants, and shops.

Who Can Apply
The affordable homeownership lottery is open to all buyers and households earning up to 100% of the area media income (AMI), with sale prices set at 80% AMI. The lottery is open to all buyers in the area and beyond, and up to 20% of all the homes will be set aside with initial preference to those who work and live in New Rochelle, are employees of Westchester County, and/or are in households impacted by Hurricane Ida.
How to Apply
Interested applicants can apply now through September 9, and the affordable homeownership lottery date is set for September 24. Move-ins are expected in March 2027. Interested applications can apply on homeseeker.westchestergov.com, roseonmain.com, and affordablewestcher.org. Late applications will be added to the waitlist. New Rochelle also supports first-time buyers through programs like the Down Payment Assistance Program (DPAP) and offers in-person and virtual workshops to help navigate the homeownership process. Applicants can contact HAC@affordablehomes.org for free homeownership counseling as well.
