Luxury Apartment Complex Rises at Former White Plains Auto Dealership

The $121 million project will bring 203 apartments and retail space to a prominent gateway to the city’s downtown.

Ground has been broken and concrete poured at 70 Westchester, a 10-story, mixed-use development that replaces the former White Plains Chrysler Jeep Dodge Ram dealership. Located between South Broadway and Bloomingdale Road, directly across from The Westchester shopping mall and near Interstate 287, the residential complex will house 203 apartments and a range of amenities. It will also feature 9,600 square feet of ground-floor commercial space and a 266-vehicle parking garage with EV chargers.

Developed in a joint venture between Cord Meyer Development and Saber Real Estate North and designed by Design Development, 70 Westchester aims to offer a lifestyle-focused residential experience. “From access to a resort-style pool, sun deck, and rooftop gathering spaces to a state-of-the-art fitness center, co-working areas, and amenities for pet owners (including a dog-walking area and a pet spa), we think residents will appreciate having these amenities at home while also being able to step outside and enjoy everything that downtown White Plains has to offer,” says Danielle Molaison, Vice President of Development at Cord Meyer Development.

The Westchester County Industrial Development Agency (IDA) approved financial incentives to support the transformation of the former dealership into the $121 million development.

What to Expect 

Scheduled for an opening in early 2028, the residences for rent at 70 Westchester will be divided into 34 studios, 112 one-bedrooms, and 57 two-bedrooms. The apartments will include full appliance packages and upscale touches, according to Molaison. Inside, she adds, “premium finishes such as quartz countertops and beautifully appointed kitchens and baths will provide the quality and comfort people expect from a luxury community.”

Martin Berger, co-founder and managing member of Saber Real Estate North says affordable residences are intended to be a part of the project’s overall housing plan because “we believe a thriving community offers housing opportunities for a variety of residents.” Those apartments will be integrated throughout the building, featuring the same quality design and access to amenities as the market-rate residences.

Environmental Cleanup

The project also includes a major environmental cleanup of the former auto dealership site. The property is being remediated through New York State’s Brownfield Cleanup Program (BCP), which helps prepare environmentally contaminated properties for redevelopment.

Westchester County Executive Ken Jenkins has praised 70 Westchester as an important investment in White Plains that will bring new housing and investment opportunities. For Berger, the project’s connection to the city was at the heart of its design.

“From the outset, we wanted the project to feel like a natural extension of downtown White Plains,” he says. “The design encourages an active streetscape with neighborhood retail, inviting architecture, and spaces where residents can gather and connect; at the same time, it embraces the way people live today by combining contemporary residences, generous amenity spaces, and exceptional walkability—we believe the result is a community that complements the city’s character while looking confidently toward its future.”
